The AFTPS unit of the Financial, Private Sector and Infrastructure Department (FPSI) of the Africa Region of The World Bank, in line with the Africa Action Plan approved by the Board in July, 2005, is recruiting eleven local senior Private Sector Development Specialists to assist in the design and implementation of the respective country-specific Private Sector-led Shared Growth Strategies in a number of countries within the respective country department clusters.
The senior PSD specialist position will be based in the World Bank Country Office of the eleven countries listed below:
Angola, Benin, Burkina Faso, Cameroon, Mali, Mauritania, Mozambique, Niger, Nigeria, Rwanda, Senegal.
These strategies which are essential to sustainable poverty reduction will encompass innovative new partnerships and collaborations within The World Bank Group, and other donor and private sector agencies, in the management of an existing portfolio of PSD projects and diagnostic work and, potentially, the development of new investment and policy operations designed to forward the shared growth agenda in the respective countries.
A. Scope of Work
The assignment will focus on fostering the development of a sound investment climate covering both preparation and supervisory responsibilities for Analytical and Advisory Assistance (AAA) and lending operations in line with the specific Country Assistance Strategies. More specifically the roles and responsibilities include:
1. Supervision of AFTPS Lending Portfolio
Ø Provide field level supervision and monitoring of AFTPS lending portfolio activities and be the main locally-based point of contact for the project stakeholders, beneficiaries and the Government; and
Ø Contribute to the coordination of the AFTPS portfolio and field activities with other projects and network operations to ensure project and program effectiveness in line with the respective Country Assistance Strategy.
2. AAA Work
Ø Generate "think pieces" and "best practice" papers in critical areas of Private Sector reform and growth in accordance with agreed Country Economic and Sector Work (ESW) work programs;
Ø Contribute the PSD input to the ESW of other World Bank sectors; and
Ø Foster collaborative PSD and Growth initiatives with think tanks and academia in the respective countries.
3. Coordinate and disseminate PSD initiatives and programs with Stakeholders
Ø Serve as the focal person in the country office for an agreed work program to support the AFTPS Unit on: (i) private sector development dialogue arising out of Bank ESW and Government of Senegal initiatives such as the Accelerated Growth Strategy;
Ø Establish a solid dialogue with the private sector and the various institutions involved in carrying out activities in support of PSD, including local, regional and international business membership organizations ; and
Ø Coordinate with other donor agencies on PSD diagnostic work and program design and implementation.
4. Coordinate PSD activities across the different PSD units within the World Bank Group
Ø Liaise and follow up as needed with other Bank/IFC/MIGA colleagues in the Field Office and in Washington, particularly in respect of PSD and Growth, Public-Private Partnership and trade, investment and financial sector matters;
Ø Monitor developments in the private sector and share information promptly with other team members from across the World Bank Group through briefing notes and/or oral communication; and
Ø Participate in other Bank sector operations (e.g. agriculture, energy, transport, telecommunications and regional program initiatives) with PSD reform components.
B. Conduct of Work
1. Reporting
Within the matrix management system, this Senior PSD position will report to the AFTPS Country Department Anchor and, as a member of the respective Country Teams, to the Country Director in line with the AFTPS Annual Work Program Agreement (WPA) with the Country Management Units (CMU) of the relevant cluster of countries. The incumbent will also be required to work closely with the FPSI country based Business Manager.
2. Countries of Responsibility (for the Country Department position)
The position will cover AFTPS responsibilities across all the countries in the Country Department cluster. As a result, the assignment will require extensive travel in the sub-region.
C. Qualifications and Expertise
Ø Master’s degree or equivalent in economics, administration or finance plus at least eight (8) years of applicable private sector development experience, particularly in the private sector.
Ø Experience in the following areas will be particularly sought: (i) investment climate; (ii) institutional arrangements, particularly public-private partnership contractual arrangements ,and Output Based Aid (OBA) contracting arrangements; (iii) micro and small and medium sized enterprise (MSME) development; (iii) sector-specific and industry development, including regulatory framework; (iv) trade and export development, including WTO-led policy and regulatory pressures;
Ø Ability to operate effectively in a matrix management environment
Ø Hands-on knowledge of the private sector, preferably country based and at least one other relevant country;
Ø Ability to ensure the quality of the portfolio following principles of performance management;
Ø Ability to lead teams of professionals
Ø Proven ability to conceptualize, design and implement major projects;
Ø Ability to promote client/beneficiary participation and commitment to ensuring implementation and longer-term sustainability of projects/programs;
Ø Familiarity with the full range of operational and financial products and advisory services relevant to PSD development;
Ø Strong analytical skills and demonstrated ability to innovate and take initiative;
Ø Ability to work effectively under pressure in a fast-paced environment;
Ø Ability to coach, mentor and develop junior staff;
Ø Excellent spoken and written communication skills in French and English and capacity in Portuguese (the required level will depend where the position is based);
Ø Proven excellent interpersonal and communication skills;
Ø Good computer literacy.
