USAID has released its Education Strategy 2011-2015 entitled Education: Opportunity though Learning. It has three goals, the second one directly linked to higher education: Improved reading skills for 100 million children in primary grades; Improved ability of higher education and workforce development programmes to produce workforce with the relevant skills to support country development goals and Increased equitable access to education in crisis and conflict environments for 15 million learners. A Roadmap for Implementation should follow.
